Solve : can't use lan card in windows xp?

my computer has 2 lan cards. windows 98 can detect all 2 cards but windows xp can only detect 1 that connecting to internet. i use sysprep -pnp and add hardware wizard but no use. i need to use windows xp to use internet connection sharing to another computer
i run ics in windows 98 but still no use. please give me a way to use ics in windows 98 or MAKE another lan card active in windows xpIam:

Connect the Windows XP computer to the modem and run the network setup wizard in Windows XP.  When the wizard completes, it asks i you want it to make a network setup FLOPPY disk--INDICATE that you do.  

Bring the floppy disk to the Windows 98 computer and open the network setup program on it.  It will automatically configure Windows 98 to REQUEST its IP address from the Windows XP system, which will act as a DHCP server and gateway.
