Solve : Cannot turn on PC?

I'm not a computer expert. That's why I need all help from you guys. My desktop couldn't be turned on. It has 3 different things to be noted.
1. Sometimes, the desktop can not be turned on. If I push the power button, nothing happens. No sound no lights.

2. Sometimes, the desktop works properly. It can be turned on and off any time.

3. During the time when desktop can't be turned on, it occassionally makes beep sounds like it's starting and then sounds die and it will repeat making beep sound again and again. At this moment if I push the power button, it will be turned on normally. Once it's turned on, it works properly without any problems.

However, my computer cannot be turned on for 2 days already. Any suggestions? I don't think I can fix it by myself. I live in manhattan. Is there any place that can fix PC desktop at reasonable price?
Please help me.You may have damaged something by not immediatly having it taken in for repairs.

Do any of the hardware installed show signs of BURNS or do you smell anything BURNED?I don't see any visible signs of burning nor smell. I don't know if this will have anything to do with it, but the latest upgrade I did is installing DVD burner. However, the burner looks fine and work pretty well when I can turn on the computer.1. Do you recall how the beeping has started?
2. Are the system fans operating properly?
3. Is there EXCESSIVE dust build-up?

Try reconnecting all hardware and cables.
Review this article and tell me if the beep you hear appears in the list. Be certain to look under the correct BIOS listing.the beep sound is only one beep like computer starting normally. When it has problem, the computer will start itself. There's sound of fan working and one beep sound after that every things will be stop like the computer turn off. And then the fan will start again with one beep sound, then they will go off again. It will repeat like this until I push the power button. After that, everything will work fine. So I don't think it has anything to do with the bios or I'm not sure.Tony:

Sounds like it might be a power supply problem.   Have a computer store replace it to see if that fixes the problem.  Before you do this, however, check that the computer power cord is firmly plugged into the electrical outlet and is firmly plugged into the back of the computer.

I never said the BIOS was involved. You need to know what kind of BIOS you have in order to identify the beep tone you hear. Please do so now.
