Solve : Cant see my second sata drive?

I have PLACED a second sata DRIVE on my motherboard it is brand new and i haven't formatted it. It is showing in the bios raid listing and is switched on.
I can see the drive serial number and name in the boot up, along with the os drive and the dvd drive. However when i LOOK for the drive in windows it isn't there.
I am running a dell machine with xp sp3, i have tried changing the positions on the board and it still shows my os drive and dvd fine ?
What am i missing ?You need to format it in Disk Managementit isn't showing in the disk management but it is definitely showing when it boots up. Im realy puzzled.
If it show at POST it should show in Disk Management, but okay - let's try this.... Boot to an OS disk and format it at boot (make sure you format the correct drive).IL try that and need to find a disc though im sure i have an iso somewhere. I tried formating from the start using an os disc and it SAID that a hard disc couldnt be found and that a disc setup utility may be needed. So i tried running it in a machine that was not a dell and again it showed up at the bios boot up ,but when in "my computer", it wont show itself. The drive is a western digital caviar wd 1600.....im stil puzzled.1) It will not show in Explorer unless it is formatted. You can do that in disk management or at boot.

2) If one system sees the drive and the other does not it was either not installed correctly in the other machine, there are bad cables, or the drive is bad.
