Solve : CD-ROM headache?

Hai, everybody,
I am having P-III system. Recently I have replaced my faulty CD-ROM with a NEW samsung one. I configured my CD-ROM as primary SLAVE to HDD. I correctly uninstal the previous hardware and connect the new one. On rebooting, Win XP detect the device and instal the DRIVER. But  my CD-ROM works fine only on rebooting the system everytime. On the first boot, it COULD not read the CD inserted, or shows folder(s) having zero byte contents .

Then what is the problem?

If you reboot, it works until you reboot it again, and then it works again?

I don't see a problem there.
