Solve : Compaq computer will not boot; motherboard problem??

Answer» HELLO, I recently purchased an ATI Radeon HD 3650 for my Compaq; the specs are as follows:

The Radeon HD 3650 was meant to replace my previous card the ATI radeon 9250. However, when I inserted my new graphic card (ATI HD 3650) in my ASUS A7V8X motherboard, everytime I turn my computer on, my computer won't boot; I can hear my CPU fans blowing and everything but the computer just won't START up! Any ideas on how to fix this?

I have followed the directions given in installing the HD 3650 but same problem.
I have tried switching back to my other card and it would work!
I have tried switching back yet again to my new card and it would still not work.
I have read and "passed" the requirements of this new card.
I have connected all the wires that came with the new card to my power supply.

One more piece of information; when inserting this new video card I've noticed that the CPU fan blows very loudly for as long as I keep the computer on but the computer won't boot up. Usually with my old card, the fan blows very loudly but simmers down after five seconds where then the computer boots up.

Any suggestions? With the HD 3650 installed, try starting your PC up with your monitor connected to the onboard video for now. If it works and you can get into Windows, change your primary display to the card.
