Solve : Complete Computer Failure?

recently on friday i was adding a pci card and turned my computer back on to find i had no picture. tried another computer and monitor was fine. power was getting to gpu card. bought a new one today and still no picture. it does a monitor test as if its just plugged in with power.

Comp Specs:
KT600 Dragon Plus v2.0 MB AGP 4/8x
AMD Athlon 1700+
512 MB Ram
*New Gigabyte FX5200 Video Card W/ 128mb gddr

Took everything apart and cleaned including cpu. put in bigger PSU and added fan. Everything powers up fine and runs but no picture.  Any ideas. Im good with computers but im just frustrated with this.Do you have an onboard videocard?No onboard video  Are all cables and hardware firmly and properly inserted?

Have you taken precautions against ESD?

Have you tried a different videocard?all cables are secured and I have esp grounding strip from my parents work. they do chip work and have to wear them. everything powers up right and fans and all run. all wires are put in place, ram is in tight, cleaned heatsink, fan, tried DIFF hard drive. it turns on but just does not boot.Do you hear any beeps?

On a side note;

Have you tried to reset the BIOS?had another card in there a MX440 put new FX5200 in todayReset bios. how do i do that?

To reset the BIOS, take the following steps:

1. Power down computer
2. Take measures against electro-static discharge
3. Remove computer casing
4. Inspect mainboard for a CMOS jump switch or CMOS battery (Most systems have either)

In case of CMOS jump switch being present :

FOLLOW instructions provided with the mainboard manual.

In case of CMOS battery present :

I. Remove CMOS battery for approximately 10-15 seconds.
II. After 10-15 seconds, place the CMOS battery back.

5. Power on system.

Do not power on the system when the CMOS jumper is set to clear_cmos or when  the CMOS battery is not present.

What were the results?reset bios but still nothing. No onboard videocard is present? (Present as in; enabled or disabled)

If there is, use that to get into the BIOS and disable it from there.

If there is non present, try using a PCI videocard.

Also test the computer using another monitor.

On another side note;

You are absolutely certain the computer operates normally? Do you hear the Windows jingle sound as it loads? Do all the fans work and do you hear the Hard Disk Drive spinning?I DONT have PCI Videocards and My windows is password PROTECTED so there is no jingle sound. Hard drive spins and tested them both in another comp. HD with windows is master other is set to slave.Onboard video does not exist. its micro atx.
