The 'power saving mode' is just your MONITOR telling you it has no signal and is shutting down. Do you have onboard video on your motherboard or do you use a GRAPHICS card? Try taking out your graphics card and using the onboard video 1st.
Do your fans stay on continually fast or do they speed up and then SLOW down? If they are on continually fast then your computer is not POSTing and you may have a defective motherboard, processor or RAM. Try taking out all of your expansion cards and all of your RAM. Then only install the RAM (if you have 2-4 RAM STICKS in the computer, take them all out except for one) and try turning it on.
