Solve : Computer freezes at Welcome Screen?

1.	Solve : Computer freezes at Welcome Screen?
Answer» My DELL Optiplex GX270 running XP Pro now 3 years OLD freezes at the Welcome screen. I can restart it 2 or 3 times using the most recent good config etc. but it will eventually freeze within the first 20 minutes usually. I have REPLACED the power supply, then the hard DRIVE with fresh INSTALL but still the same. Is it the motherboard?
