Try testing just the basic components but outside of the case...preferably on a rubber mat.
Hook up only the following:
MBoard
PSU
CPU
1 stick of RAM
Keyboard
Mouse
Monitor

Boot up and see what happens. Listen for your beep codes...

let me enter to say something
this problem which I had seen before from 2 years ago , similar to it exactly .
I would like to say the following :-
1- there is no ANYTHING rong with HDD,CDROM,flopy,processor , power supply , USB
2- the problem is in the Mboard it self , particularly in Ultra DMA 33/66 channels ( direct memory access)
so you must replace it 8-)
But before he gets a new board i'd like to have him try what i suggested.

I tried as what you suggested, result just like what it was. The beep sound also like a normal.

Aside to computer engineer,
I'm not quite familiar with MOBO components. What it's MEAN by "particularly in Ultra DMA 33/66 channels ( direct memory access)
so you must replace it". Is it an IC? or something else?
Your further explaination about this perhaps may settle my problem.
