Solve : Computer has power, power button pressed nothing happens...?

Hi All.. I have a computer that is acting up..
Here is the story..
Power is supplied to computer tower, i can see the orange led on the case on and once i press the fire the computer up, I hear the fans and the hard drive taking off but the led STAYS orange and nothing happens on the screen.. After unplugging and re-plugging the power again several times.. I press the orange led power button and computer fires up and the led turns green once it turns green the boot up starts and i see everything on the screen post BIOS messages and etc,.. and everything is booting and working as it should..

It happens EVERY time i start up the pc.. Gets frustrating now.. Any Ideas??
I think its the power supply but we changed it and this is the second one still same thing..

Specs:
Mobo: PC Chips M955G V3.0A
Processor: P4 Single Core. 2.87ghz
Ram: 1GB
Video Card: On Board
Power Supply: 375 watt..If you haven't tested the RAM, now might be a good time. Memtest http://www.memtest.org/ or a Ubuntu linux distro iso which comes with a memtest option.this sounds a bit familiar
similar to what happend to my OLD CompaqITs not the RAM, we replaced with new ram sticks and same thing happens.. Can it be the power supply?? I read somewhere if the power supply doesn't receive a PWR_OK signal it wont start up.. Have you double checked that all of the cables and cards inside the tower are secure and that none of them have become loose?

Remove each one and physically reseat it to make sure.It appeared to be a faulty motherboard.. I replaced with an ASUS mobo and works like a CHARM under the same PSU.. Tnx for all the help...
