Solve : Computer high spec low performance?

Specs:
-Ryzen 7 1700x
-EVGA GTX 980ti
-Asus Strix x370-F
-G.skill trident Z 8GB 3200Mhz
-Samsung 960 Evo 256gb M.2
-Some random 2tb HDD for bulk
-Corsair AX860
-GPU and CPU being cooled in a custom water cooling loop with a single 240mm rad (I know its small for a full system.)
-Windows 10 Home Edition

So This is a pretty high end rig and it runs great, for the first 30 minutes to an hour when playing. If I am playing solo with no other applications running itll run fine, but when I play a game with discord and chrome running in the background for comms and music, after about 30-60 mins my performance has an extreme DROP. It goes from, for example, 250 FRAMES solid in rocket league to around 20 or 30 max. I have no idea what the issue could be, ide temps are around 30C and under load neither the cpu or gpu are never above 60C. When I benchmark on Userbenchmark NEARLY all parts say they are performing "way below expectations" I've tried overclocking all components, but nothing seems to help and I still have issues at stock settings.

Update, the issue is not happening regardless of how long I play or what apps I run, with NEW RAM installed

No, I replaced the ram and had the same issues. I also was told that the issue was my sdd overheating, which I thought was rediculous but I went with it, and installed windows on a HDD and installed all of my drivers, and now I am getting BSoD when I try to do too many things at once, leads me to BELIEVE I have a faulty CPU, anyone confirm?

I did use some corsair dominator that was on the list and had same issues though.You can't go by brand name...you need to cross-reference the Part #'s...

Correct. the serial number on my dominator ram matched the serial number of one of the corresponding ram modules on the list. Personally i do not trust UserBenchmark...
