Solve : Computer not starting up??

I have a DELL PC, about five years old. My sister said it froze one day, and she restarted it and since then it has not turned on.
When I press the power button the lights light up on the computer and the keyboard, but it starts BEEPING. It beeps for a little while and then it just sits.
The monitor doesn't turn on while connected to the computer, but it will turn on when it's not connected.
I'm WILLING to supply whatever information is needed to solve this problem. I am a college student and I have an important essay saved only on that computer, so I would like to avoid restoring/rebuilding it.

This makes no sense to me.try to change the power supply.
1. Dell Computer. Need to identify what you have, with enough detail so we may access Dell download and/or support website for its documentation.
a. Make and model name/number
b. Desktop or laptop?

2. Operating System. Version and Service Pack level; e.g. Windows XP Home Edition SP3.

3. Diagnostic LEDs. There may be a set of diagnostic LEDs visible from the back of the desktop computer case. We need to pull the documentation from Dell website to verify and interpret them.

4. Diagnostic Beeps. Again, we need to pull the documentation from Dell website to verify and interpret them.

5. Monitor. Doesn't turn on...
a. Is it possible desktop operating system was left in a "sleep" STATE?
b. Does its power/state LED (on or near on/off button) light up at all? What color (or does it transition from one color to another)? Steady or blinking?
c. Nothing ever displays on the screen?
d. Does monitor (and/or cable) work properly on another desktop or laptop computer?

6. Objective. Do you want to recover the data or troubleshoot the desktop computer?
