Solve : Computer power problem?

Answer» BOARD powers up for about 10-15 seconds then shuts down then re starts repeatedly Ive replaced the power supply, and intel cpu and unpluged all unnecessary items the only way i can keep the board powered up is to unplug the 2x4 12v atx plugs from NEXT to the cpu as soon as they are plugged in the problem restarts any ideas I'm stumped Thermal paste applied properly ? ?

I allways use thermal past and the cpu fan does start spinning but it is after that stage that the unit shuts down then re powers repeatedly
All of the components are new except for the memory and the graphics card which I removed from a computer I built about 6 MONTHS ago for my 8 year OLD son (in working order)
Ill provide a list of the components I'm using I have built 5 computers which are all still in operation but this is the first one with an Intel processor all the rest where amd with no problems at all

CPU intell e7300 Graphics Geforce XFX9600gtxxx Memory - Ballistics tracer 1gig x4 1066MHz
power supply coolermaster 650w extream Case Antec not sure of model but it has 6 factory 4inch fans all variable speed and 1x 6 inch fan on top about 8 months old it was around $300 4 x w/digital 250gig h/drives
2x pioneer DVD multi hope the info is all here Regards T.KeenSee if you can move that heatsink/fan assembly by gently lifting on it...if it moves at all it's not seated properly.
I hate the design because it's finicky but basically the plastic cams only need a 1/4 turn to fasten them...however the slot on the cam needs to be perpendicular to the fan assembly .....O- at each location. If only one of these is loose it will power down.
Double check that and let us know.
