Solve : Computer Program Error?

I tried to RESTART my computer to see if I could fix the problem..

But everytime I open up a program, it SAYS it NEEDS to be shut down. But if I don't EVEN click "Don't Send" i can still use the program fine.

I'm on a new compaq.

MANY more DETAILS will be required.
