Solve : Computer stalling when it boots up??

A few months ago i had a series of troubles with my pc, which ended up in changing my power SUPPLY to a moderately cheap one, but which supplied the wattage it was supposed to, and changing my motherboard from a MSI MS-6758 to a SMALLER ASRock P4i65H with most of the former motherboard's capabilities.

The computer worked fine for a while, until it started doing something strange. Only sometimes, when i turn it on, you can hear all the fans starting up, but after a SECOND they stop completely, it stays silent for 3-4 seconds, and then it starts up again.

This only happens sometimes, and only when i power up the computer. At the time i thought it was something about the power supply. Eventually, it did break down, as in it's fan stopped working, so i BOUGHT a Thermaltake 450W. But even after this, it still continues to stall on occasion when it boots up.

I am at a loss as to what COULD be malfunctioning. Any help is highly appreciated.Power On Delay / Boot Delay---Is this option in your BIOS?

If so,choose 'disable.

What is the make and wattage? How are you sure it supplied the wattage, which is not as relevant as what is actually delivered on the 12v rail?$150.00 MB
