If restrictions are not the issue, then .... does that flash drive require USB 2.0? Does your computer have USB 2.0, not just USB 1.1? If you have USB 2.0, you should see this reflected in Device MANAGER, under "Universal serial bus controllers"; you should see one or more items labeled "USB 2.0 Enhanced Host Controller" or something to that effect. The word "Enhanced" is the key here.

yap, soybean is absolutely right, that restriction isn't the problem... you plugged your USB on a low speed usb PORTS, commonly are installed in from of the cpu... now try to plug it on a usb (2.0) port at the back of your cpu...its a matter of trial and error only... am sure it will work...enabling the usb ports in the device manager has nothing to do with the malfunctioning or non-recogition of your flash drive by your pc...hope it works...

And btw. if the USB ports are disabled in the Device manager it has a lot to do with the computer not recognizing USB devices.
