Solve : CPU Dual core dilemma??

Ok here's another one
After fixing my PC and getting it up and running i INSTALLED Vista 32 bit and i realised the CPU which is a AMD Athlonx2 4200 socket 939 is running most of the time one of the cores at full capacity whilst the other fluctuate.
The result being that my games and some of my applications run slow.
Is there any WAY i can adjust the CPU?

sure, upgrading would probably solve the PROBLEM. but the computer that Dougthedog has might just do well enough for his purposes if it gets FIXED and don't have to spend the $$ on the new processor if he doesn't have to.Not to mention the issue is probably a software issue, so replacing the CPU is just trying to sidestep the problem.
Use a program called Process explorer to find out whats actually using up all your Cycles .. i had this problem before it was my Wireless network card Drivers were causing many Extra HARDWARE interrupts to fire using 50 - 90% of one core
