Solve : CPU running at 1.8GHz when should run at 3.0GHz?

Hi everyone, I have a CPU which should be running at 3.0GHz but only runs at 1.8GHz

Here are the specs

Intel Core 2 Duo E6850 @ 3.0GHz
2GB RAM
Zotac 8600GT 512MB DDR2
P5GC-MX Motherboard

I updated the BIOS, and checked in the BIOS for the ability to overclock it but it wasn't there.
So if I could get help making my CPUs run at its 3.0GHz speed instead of 1.8GHz it'd be nice.What utility is REPORTING that speed ? ?
If it's Windows it's not ALWAYS accurate...

This is not entirely true. While at idle cpu-z will only show about half the core speed but with the cpu running at 100% cpu-z will show the full speed.

Half the speed of each core? Or half the speed of the 2 combined?

Because my 2.7GHz E5400 is showing 2693.53MHz with CPU-Z.

Unless you're talking about the Bus speed.My E8500 3.16 GHz shows around 1995 MHz until you push it, then it shows the 3159 MHz core speed.Hmm. I wonder why mine is showing the full speed when it's nowhere near maxed out. In fact, only 1% to 5% according to Everest.It's called by many names but throttling is the most common...
cruisin's CPU has it...blake i'm guessing yours does not.CPU-Z VER 1.43 does not support your processor. Download and install the latest version 1.53.1 and try again. http://www.cpuid.com/cpuz.phpI found the problem myself, my motherboard only supports a FSB of 800MHz so I need to get a new motherboard, thanks everyone.
