Solve : CPU will not attept to start?

E-machine W2888. Will not attempt to start. My first thought was the power supply, which I replaced, and nothing happened. Any SUGGESTIONS as to what to try next?Any fans or lights working?There is a green light on the motherboard, but that is all.recheck all the power connections to the board>12v 4 pin connection>atx power connection> CPU fan> Leave the drives disconnected for the moment. Only use 1 stick of memory.Start the pc & see if it posts, also have the video connected to the monitor.It might be dead BIOS battery. Worth a try however this shouldn't PREVENT the machine from booting...

What make and Wattage was put in there and is it new or used ? ?

Details on what led up to this dilemna would also be helpful...It is my father's computer. He called me last week and said they had a transformer blow and knocked their power out for about three hours. Upon return to power, his computer would not come on. My first thought was the power supply, since it would not even try to boot up. I bought a new power supply-It is a logisys 480w 20+4pin switching power supply.
