Solve : Dell desktop not starting?

I searched for the answer but couldn't find someone who had the exact same problem.
I have a Dell 5400 and it refuses to start up. What happens is:
You press the power button and the power light comes on but you get no beep or anything and the monitor doesn't register that the computer is on.
You must restart the computer MANY times before the monitor will come on.
Once it finally does come on it will freeze while trying to start windows.
You can get to and work in SAFE mode with no PROBLEMS but can't work in windows.
Any ideas or is there any information that I might be missing?

How long has this been happening?

Also, What Version of Windows?I honestly don't know. I gave it to a friend of mine to look over and he said it had to be driver issues and a reinstallation should fix the entire problem but I doubt it.
I'm wondering if it's an MB issue or a video card. I'm HOPING it's not and I hope it's as easy as a reinstall.

Two places it's frozen is while it's loading windows (still on the boot screen saying windows xp) and another is it actually GOT to the desktop but didn't finish loading all of the icons.

This is win xp homeProbably the PSU...
WARNING: Dell's are sometimes wired differently so only another Dell PSU should be used to test and see if this is the issue...
