Solve : Dell GX280?

I have a Dell GX280 and when booting up, I get beeps as the following:

1  - 3 - 1 -1 or 1- 3- 2

and there is no video on the monitor and fan runs very loud and is blowing ALOT of air.  

I checked to see if the memory was seated properly and even reseated it.  Dell tends to have PCs that if a component is loose it will cause the fan to blow high or some other quirky thing.

2. Did you experience problems with the memory installed for you to attempt to reseat the modules?
