Solve : Dell Laptop wont start?

Ok, about 4 days ago, I ways using the LAPTOP, and then the next day, I tried to TURN it on, but it wouldnt run. It has power, either way, and when I turn it on, the power light turns on and the light with a small cylinder stays solid. No other lights come on, including the DVD-drive light, also, the fan does not turn on, and I am guessing everything else. The Screen neither does.

i need help ASAP, please tell me what I can do. Thanks.

The laptop is a Dell PERSARIO 4100 I think. Quote
