I plugged it into a COMPUTER that is not working. One of the red LED lights is called FRAME and it states that it should be on all the time or blinking but its not on at all.
What is circular frame messageWhat is the brand and model of the card?not sure as it was not in a box, it was in an anti-static bag.

You may have to RUN some diagnostics on that diagnostic card.....

I can only guess that a circular frame message- which in REALITY is a message frame that is being sent around the system without being consumed by any devices... but that's a guess. Sort of makes sense.
I have a reasonable grasp on computers and I was kind of thinking that but was not too sure and did not want to say it to avoid looking too stupid
