Solve : Dial-up speeds?

Hello,

No matter what computer, modem or ISP I have ever used my connection speeds have ALWAYS been around 26.4-28.8 kps. A friend of mine brought his laptop over and CONNECTED to the internet using the same line that my machine uses and his speed was 40.0, thats the highest speed that has ever been established in my house and it blew my mind. I had him use my ISP on his laptop and he again got 40.0kps, I used his ISP on this machine and of course I got 26.4kps. The modem on his laptop is a Toshiba and mine is a brand new (2 days old) US ROBOTICS v.92 56k pci faxmodem.

Is there something I can do or settings I can change to try and get faster speeds? Or does it just have something to do with the fact that it's a laptop, that doesnt make sense to me either but before my friend got this laptop the best speeds he ever got with his mac was ALSO 28.8. Even though this is a new modem I'm half tempted to buy a toshiba model and see if that would do anything. Any suggestions would be greatly appreciated.
