Solve : Disabling CD-Drive and USB Ports?

I have a P-4 PC with CD, FDD & USB ports and Windows XP.

I have created two user accounts viz an Administrative Account (Admin) and a Limited Account (User-1).

I want to disable the CD, FDD & USB ports by disabling these (under Hardware-> Device MANAGER) so that other users cannot ACCESS them. Some of the softwares like IIS, VB.NET etc. requires administrative privileges for running them.  If I give administrative privileges to a Limited Account (User-1),  the user may ENABLE these devises.  I don't want to happen this.

My QUESTION is -- How can I disable these devises so that  general users cannot enable these disabled devises eventhough the general user have administrative privileges to run softwares?If you are running Windows XP Professional explore gpedit.msc
If you are running Windows XP Home, you're out of luck.
