Solve : Does a PSU Ground Itself to the Copmputer Case??

Does a PSU ground itself to the copmputer case?  The REASON I ask, is I just bought a new MyHD 130 HD tuner card that includes a dvi daughter card.  The TWO cards take up 2 pci slots.  I only have 1 pci slot left, right next to the PSU.  I can either 1. not screw the psu to the computer case and slide the psu over a 1/4" giving me the needed space or 2. remove the psu from the computer and lay it on the side(the cable is just long enough).  Either option does not give me a solid ground to the case, if that matters.  I could ADD a COUPLE grouding straps to either option if it matters.  I've heard of external psu's, but I'm sure they're designed for that.  I emailed Seasonic, but no response.Yes & no, but play it SAFE and fit a grounding strap between the case & psu.

Good luckyes, the PSU grounds the computer frame. it does this via the screws used to secure the PSU in place.

drilling some new holes and re-screwing the PSU to the case will ensure proper grounding.
