Solve : External Hard Drive Constantly Running?

Hi everyone. I recently re-installed XP SP3 on my old computer and after a few hours of use I touched my external WD Elements and noticed it was running even though I wasn't using any files on it. I only use this drive to STORE my music and other media. On the previous Windows installation it would spin down whenever nothing was being read from it. This is what shows up when I use Unlocker to see which programs are using it:
 
It seems like some Windows service is using it, but I have no idea which one. What should I do?You can SAFELY turn off indexing on that drive by right clicking it selecting Properties and unchecking it in the 1st or 2nd Pane...
Did you happen to install the Elements software for it ? ?

I haven't installed the Elements software. I'm not a fan of most software that comes bundled with hard drives, especially when the OS can get the job done just as well.
I unchecked the box and it's in the process of applying attributes to every file on the drive. It'll PROBABLY take a while because of how many files there are, so I'll REPLY when it's finished.The box is unchecked and now none of the files on the drive are being indexed, but the drive is still spinning and Unlocker shows the same programs running.Turn off System Restore for the external drive. I did this then restarted the computer, but the drive is still spinning and Unlocker shows that all the same programs are running (except System) just with different PIDs and handles.
