Solve : False Start-up?

1.	Solve : False Start-up?
Answer» Can any one explain this, lately when I turn on my computer it sounds LIKE it's running FINE but I don't hear the start-up beep and my monitor doesn't show any image. I have to shut the POWER off and restart the computer before it will actually start up. I took the case cover off YESTERDAY and watched the start-up process. The CPU fan comes on but it looks like the hard drive isn't starting. Does this mean my hard drive is GOING out or some thing on the motherboard?
