Solve : Games slowing down on new computer??

Hey guys, I've recently noticed certain games kinda seem as if they "Slow down" with my computer which is more than capable of running. This happens mostly with GTA.

My computer cant run GTA IV the greatest, and it slows down, but I also have San Andreas, it SEEMS to slow down when Im trying to drive at fast speeds. Its kinda hard to explain but it feels like its pushing my car back and preventing it from speeding too fast as if its slowing my game down on purpose.

Im using Win 7 64 bit with an AMD DUAL Core Processor @ 2.8 ghz, and I got a ATI Radeon HD 4200 gfx card.

It should run smoothly. ANYONE think they know why and/or to prevent this. Someone said I should make my GTA run only on one processor.

Have you tried disabling the frame limiter / V-sync?

It is possible that your games are running at 60FPS until you start to get a lot of motion, in which case the V-sync will kick in if your output drops below 60, forcing it down to 30 to prevent page tearing. this can make it look like the game is suddenly 'slowing down' because the frames per second your eye sees, HALVES almost instantly.

Note that having it disabled will still cause the game to drop below 60 at high speeds, but the drop is hopefully only 5-10fps, enough to trip the V-sync limiter, but not enough to notice unless you are turning the camera. Also note you will get "page tearing" http://en.wikipedia.org/wiki/Screen_tearing

Also the one in the Catalyst Control Center under 3D?I cant figure out how to access it. Its installed but I cant access it. =/It;s in Control Panel...Oddly doesn't seem to be here. =/ I installed it..Rite clik an empty desktop space...is it listed in the drop down menu ? ?Not "Catalyst Control Center" but I did just notice theres the AMD Vision Engine Control Center...I dont know if its in there. Havent seen anything V-Sync options in 3d section.Hi guys, I think I found it! In that AMD Vision Control Center, I went to Gaming > 3D and saw something that said "Wait for Vertical Refresh".

I think I heard someone say thats it. It was on Off, unless application specificies.

Edit: Just tested. It seems to happen, but not quite as much. I went into the country and was flooring it 100+ speeds and it wasn't doing it. Started to do it when I got back into Los Santos but doesn't seem to be too too bad. Vertical Refresh and Frame Limiter is both off.
