Solve : GPU graphics problem?

I have Radeon GRAPHICS in HP laptop. Task manager Performance tab always shows 0% dedicated GPU usage. I have set high performance graphics for certain APPS in WINDOWS switchable graphics settings but none is able to use it.Is there a problem with the GPU with games ETC, that it shouldn't be STRUGGLING with and it is, or something like that or is it just the fact that it shows 0% the issue?Task Manager aint always correct...just sayin.
