No. The processor speed and memory bus speed are never the same. The clock speed of the processor is ALWAYS a lot faster than the memory. You seem to be confusing the clock speed with the Front Side Bus speed. This is the one that should match the memory bus speed, for the very best performance.
The Core 2 series goes up to 1600 mhz FSB (for the quad). But RAM running at 1600 mhz are still PRETTY rare (and so are motherboards that actually support 1600 mhz RAM).
