Solve : having power issues?

1.	Solve : having power issues?
Answer» ??I found an EMACHINE T1600 in a neighbors TRASH (my mom inlaw ACTUALLY found it and she KNOWS i love tinkering), fully intact, i am trying to get it running but when i PUSH the power button all i get is the cpu fan running and an amber lihgt on the HD., i tried the cmos clearing jumper but it didnt work, the neighbor is unavailable for questions unfortunately, i am not sure if its the bios, cmos or the power supply. Any ideas or someone who has had this problem before?
