Solve : HDD can't access?

i have a seagate 250gb HDD (IDE), this HD has a corrupt MFT but luckily i already recovered all the FILES i need, the prob is when i format this HD a message alwayas prompt when the format is at 99% saying "can't format DISK". I also try to format it in a windows xp sp2 cd but i can't highlight this HD it says ""

What I'm gonna do? Can my I still use this HD or is it for replacement already?

Im USING windows xp, 2GB RAM, AMD Sempron.Have you DELETED and recreated the partition before formatting?yup that's what I exactly did... did i make it wrong? Try hooking it up as a slave drive on a working machine and run chkdsk /r on it...
Let it run to completion.
Then DLoad the Free SeaTools from Seagate's site and use the tools to create a bootable CD.
Boot to the CD and under the drive preperation tools do a low-level format ( write zeros )
Both of these operations will take some time so be patient.
When finished try the Windows format on it to make sure it is usable...
