Really, in the USA anybody who gets food stamps may qualify for a free cell phone paid for by the government. Some even have Internet access.

This has been going on for awhile and I can personally testify that it really does work, I know of people that have got one. Including myself.

Also, each state may have even more incentives for the phone companies.

First I have heard of this...

Other free cell phones I have heard of were people donating used phones and they were given out to people POOR for 911 use only etc in which even without a paid service 911 is suppose to work as a free service. Its a good service to have 911 free as for ever since cell phones came out just about all phone booths are gone. I saw a phone booth last summer out in Maine and was like WOW a vintage 1990s era phone booth, and it was still in service with someone using it but not for 911 at the time. Just in the past few weeks I founds that it now INCLUDES free Internet.

You will need to check each to SEE if they include Internet. The FCC says it ought to include Internet. The government ALLOWS about $10 a month for the service. It is hard to find Internet for that price, but e some carriers do offer the free phone with Internet. Check the link above. Or do a Google search.
