Solve : How to reinstall rootsystem hal.dll and save files/administrator question?

This post is strange, but true and your help WOULD be very appreciated. I purchased my computer from my former boss. The computer belonged to her daughter, so she had administrator control and was networked. I had thought that I had changed all the PASSWORDS, but obviously not as she hacked my computer. While trying to regain control I ended up with a rootsystem hal.dll message. These are my questions.
--Is there anyway to just install the hal.dll without reinstalling windows?
--If I copy my hard drive and then reinstall Windows - will any of the information that shows her intrusion into my computer be saved - like search for her name, logs, altered programs, etc. Is any of this information on the hard drive.
--When I reinstall will the network and Administrator stay the same? If they stay the same, how do I regain control. When she had control I couldn't download anything or do anything related to Administrator control. She even eliminated the GUEST Icon when I went to user accounts.
--After Windows reinstall I assume I can't do a restore to retrieve information?

1--Windows Repair, but given all the other issues,, reinstall Windows.
2--Don't understand "copy my hard drive and then reinstall Windows".
3--If you reinstall Windows, all will be new.
4--True, copy all DATA files, pics, etc. to flash drive, prior to install.
