Solve : HTML checkbox?

I'm having some trouble with a form I designed, its used to allow researchers to submit a call to pick up radioactive waste. Here is the html of the problem area:


 
Click here to indicate that all containers have been checked for contamination
(REQUIRED)


 
Click here to indicate that all waste card information has been completed
for radioisotopes and activities (REQUIRED)



I am trying to make it so that, without using java(hopefully), if the two "REQUIRED" boxes are unchecked, the user is unable to submit the form, or the submit button is not able to be pressed down. Because right now WHETHER or not those boxes are checked have no bearing on how the form operates. Any easy ways to fix this?Back of mind is a SOLUTION but can't think of it right now. This is a sorta Boolean deal in a SENSE - 'and' and 'or' give a positive (true) but nor is false.

Anyways for now - all that does come to mind is simplify - one checkbox with instructions to only check (as a required) IF - both category questions are satisfied - in other words, state in text that these two PARAMETERS (checks AND cards) must be met for a submission - otherwise do not use form.

Of course they may be good reason you WANT them separated. Sorry no more help right now.Thanks, I resolved the issue and just went with using javascript
