Solve : I need help bad... it wont turn on!!!?

OK so here i am installing windows vista's new service pack 1 and it gets all done and powers down so i turn it back on it GOES through post and everything and gets to the windows loading screen and i get the blue screen of death so i restart it a few times only to get the same result.
after some looking around in bios settings i decide to stick the install disk in and try and restore it. first i CANT restore it because it doesn't see a valid windows install so i do start-up repair and after about 30 minutes it finishes and restarts now its loading through post and right about where windows should start to load it restarts into a continuous cycle. so i power it off read through a few websites and open up my case and unplug the 20 pin power connector and plug it back in except this TIME i plug in the +4 power as well and now i see it flash on then back off and now it will not power up.
i have tried removing the +4 pin and reseating the cmos battery along with reseating the ram to no avail.

Please help me!!!: ( i feel like a part of me is missing : (So,you can't boot in safe mode ? Also,is this a computer

What do you mean it flashed on? Did you have the power connected to the pc while moving wires around? Any activity at all? If not maybe a new power supply is in orderI tested my old power supply and came to the conclusion that it is the mobo GUESS i fried it. O well it was still under the 30 day return policy.
