Solve : Intel Processor Frequency slowdown?

I have a core duo that is supposed to RUN at 1.66mhz but the Intel Processory UTILITY is seeing each indiviual core as running 175 MHZ. We already replaced the motherboard once and this is a motherboard from a LAPTOP.. :-/


WHATS THE DEAL!?
Are you sure it doesn't increase when it's under a load?

Is it reported PROPERLY in the BIOS?
