Mibbit is a web-based client for modern web browsers[2] that supports INTERNET Relay Chat (IRC),[3] Yahoo! Messenger,[4] and Twitter.[5][6] It is developed by Jimmy Moore[7] and is designed around the AJAX model[8] with a user interface written in JavaScript.[2]
...Unlike typical web-based IRC clients, Mibbit makes use of a client–server design model.[7] The user interface is written in HTML and JavaScript using Ajax programming techniques. The client's backend is written completely in Java[7] and operates independently of the web server in a standalone fashion on the Mibbit server.[2]...
Way over my head...

Q1. What is NWSChat?

A.The NWS based Instant Messaging service, NWSChat, is used for sharing critical warning decision expertise and other TYPES of significant weather information between the NWS and partners in all levels of government, emergency managers, and the media. NWSChat allows multiple users to send messages to each other in forums known as “chat rooms.”

You will need to explain your question about what you want in a lot more detail.

Are you talking about "Mibbit"?  If so, mibbit is not a chat protocol, it is IRC chat where Mibbit is simply a web based IRC client.  And yes, there are loads of IRC bots available or libraries to create your own.Its a weather bot that I need.
That really doesn't clear things up...
