Solve : laptop dont start?

I am using HP laptop with Windows XP. When I plug the AC adapter the power LED and the battery charge LED light up. When you press on the power button the laptop POWERS up but will not START. There is no video on LCD or external monitor.

i showed it to a technical person. he said the disply card is not WORKING. But why the hard disk LED is not BLINKING?
