Solve : Light case vibration?

What does it mean when the case seems to lightly vibrate when you place your fingers against the  case? This seems to happen even with only the monitor cable CONNECTED.

Is this dangerous?

Should I ground the motherboard in a better fashion? If so, how?When the computer is running or shutdown? Quote

It happens even when the PSU power cable is disconnected and only the VGA cable is connected.

The VGA cable leads to a Compaq 15" monitor which has been turned off but, in turn, is connected to an ungrounded outlet.

Does the same with another monitor/computer connected to the same power outlet. Coincidence?

Does it happen when the video cable is removed?
This is a weird one, do you get cockroaches over there?No, it does not happen when any of the cables are removed.

I have seen this before, but now it is happening to a computer I am building. My other two computers, one Compaq and another one that I built and rebuilt over and over have never shown these signs.

I connected only the PSU to a grounded outlet and the behaviour does not seem to reoccur.

When I held my Multimeter against the case during an ungrounded connection, the ratings would go up and down. Now, even though it is connected, they stay at zero.

My conclusion would be that it is caused by an ungrounded wall socket. Can you explain why, Fed?Can you run an extension lead & connect eveything to a grounded outlet?The initial setup was:

Ungrounded wall outlet -> Extension cord -> Two monitors plugged in, 1 computer plugged in (Black case). Both computers vibrate, even though the computer I am now speaking of (Qtec case) VIBRATED even with only the  VGA cable connected.

The secundairy setup was:

Grounded wall outlet -> Grounded extension cord -> Two computers plugged in, one turned on, other turned off. Connected the Qtec case to the power cable and it wouldn't vibrate.

Reconnected it to the ungrounded extension cord/wall outlet and it started to vibrate.

Why is this? I have seen it before. Even the computer in our living room shows these signs. (It is connected to an ungrounded extension cord as well. )Mate, I'd love to nut this out with you but it's 1.20am here and I have to get up early tomorrow.
DL65 is an electrician too so I'll be INTERESTED to see what he has to say in the morning.
My first thoughts, all outlets should be grounded, that's how we do it here. (For at least the last 40 years)

We have almost no grounded outlets. Old house.Can you get your outlets grounded?

1. Why should I? I have grounded outlets for the computers I use often. The answer is no, though. Unless you can do it for free.

2. 300 Watt PSU. It ALSO happened to another computer with an entirely new PSU on the same outlet. Not PSU related.

I am not quite looking to resolve the problem, I want to know why it happens and if it is dangerous to the equipment or user. Quote

300 Watt PSU with stable SUPPLY VOLTAGES.Wow, this is a first for even me. I've never heard of a situation like this before. The only thought that comes into my head is what if you were to try a different monitor on the computer. Maybe the monitor is bad and somehow generating this issue.You have never touched a computer that seemed to be under current? (Don't know how to call it). It feels like its shaking a bit.

It goes away when you connect it to a grounded outlet, I learnt that much today. But I don't understand what causes it.

I come from Europe, you're both from America. That may explain why you've never seen it?

I suppose you have never heard of a buzzing monitor either. Bleh.  :-/
