Solve : Loading to C:/ not booting from the CD drive?

my PC has some problem.
it is formatted now with a windows 98 boot DISK. when we try to install XP on it. it is not booting from the CD DRIVE. the computer is loading to C:/ . This CD drive and Windows CD are in good condition and works well in other PCs. the boot preference is given as
1 - Floppy
2 - CD-ROM
3 - Hard Disk Drive
