I see very very very faint WHITE lines kinda flashing, sort of like flickering faint white lines
It only happens whenever my monitor displays dark aka black IMAGES. Its very annoying it could be the refresh rate or hertz or something
Any know what im referring too?

So get the obvious out the WAY, drivers up to date? Is this a new problem? If so, what did you change? New hardware or software? If it has ALWAYS done it it could be a bad monitor/cable, and you only notice it when the screen is black but it is always doing it, just the lighter colors are hiding it.
Vista used to have many many hardware issues, and I would have pointed to that, but these days it is a much better behaved OS so it should not be that.
