Solve : monitor no signal?

Problem on a friends computer when the computer boots up i get the message on the monitor no signal being recieved.
The computer is a Packard Bell.
The motherboard ( challenger p16w )
CPU intel celeron 1.3
I DONT KNOW much about this computer never seen it running he said for a while its been intrmittent some TIME it will boot up after several attempts but i havn't got it to boot up.
the graphics are onboard graphics.
thanks for any HELP jhaddTry monitor with another, working computer.Ive tried monitor with my own computer its working fine i think the problem must be with the onboard graphics.

I'd say this could be a motherboard or power supply issue, rather than a video issue.  But, follow Aegis' advice first; that could be the problem.Im unable to enter the bios just get the message no signal being recieved then blank screen.
Thanks again jhaddBorrow video card from a friend. This way, we'll eliminate one possible culprit - on-board video being shot.
