Solve : Monitor not recieving signal??

Hi, whenever I try and start my computer, it starts up normally except for one thing. The monitor seems to not be getting a signal, it displays nothing other than the monitor self test, monitor is working -- yada yada yada. I have tried several things to resolve the PROBLEM such as switching out MONITORS, monitor cables, motherboard, and the gfx card. I called the manufacturer about the issue and they suggested that it was the motherboard proposing such issues. The system is only six months old and has had power supply problems in the past. Could it be that the PSU is simply not supplying enough power to the system? It's a Velocity Micro, operating on Windows Vista Ultimate 32bit. I'm not toooooo great with computers, so any help would be awesome.I'd replace the power supply with a BETTER name brand power supply and one that is at least 350watts minimum if a regular system, and 500Watts minimum of your using it with a powerful video card for games, and 650Watts or more if you are running SLI video card pair. Video cards are power hungry!!!

A power supply is the worst component to skimp out on, since it can BLOW parts if under rated and fails, or an el-cheapo brand that has abnormal voltage SWINGS to over voltage  and under voltage parts to cause all sorts of stuff to go wrong.http://www.newegg.com/Product/Product.aspx?Item=N82E16814130317

That is the video card that is in my computer. What amount of watts would you suggest for this card? Could you possibly suggest a sepcific PSU, considering reliability and it's overall performance?

I appreciate your help and anymore you can offer in the future  how big is your psu now? I just found out that for that card i would have at least 400-500 watt psu that's just the minimum.On the PSU it says that it's "peak wattage" is 550w.
