Solve : My Toshiba Satellite 1800 fails to boot!?

When i power my laptop,the power LED indicator and the cd/floppy LED indicator LIGHTS up,and remains in that state,and also the laptop cant proceed with booting.Also nothing even SHOWS up on the sreen during this period..But if i put the power off and on repeatedly ,it may EVENTUALLY boot..Am confused   ,can anyone give me a solution to this anomaly.  What Operating System?

When did this problem start? (any recent hardware changes or downloads/installations?)win xp,it started after my HDD failed.I changed the HDD still the problem is not still gone.To boot,i have to try several times.Bfore it can boot at all. Quote

You changed the Hard Drive? I think that may be a problem but does it work when you manage to boot into Windows?

Do you have the Windows CD handy?

Can you boot from the CD and PERFORM a Repair Install?The system normally comes up,but to start it is always very hard,after a lot of trials.And It is not recognising dvd rom on windows.Once i insert a PLATE,every thing ceases...
When you boot into Windows, can you install the CD ROM Driver?If you replaced a HDD and re-installed Windows you need to re-install the laptop motherboard drivers...
I'm suprised it boots at all.
