Solve : New HDD Windows won't install?

My HDD failed on my LAPTOP so I bought a new HDD.  The new HDD is recognized in my BIOS but windows will not boot.  It is set to boot from CD first, but nothing happens.  A black screen appears and there is only a blinking white line.  What exactly are you trying to do?
Install Windows on brand new HARD DRIVE?
Are you booting from Windows CD? Legit one?Yes and Yes and Yes.  New HDD, trying to install windows, legit copy.  Sound like there is other hardware PBLM.since it is recognised in bios &settings are correct.When you boot from Windows CD do you see:
Press any key to boot from CDNo, there is nothing.  Just a black screen. How were you able to access BIOS, since the screen is black?It isn't black at that time.  I set it to boot from CD but it just won't boot the cd or something.  It goes to a black screen. Do you have the OS disc in the tray? then shut down & rebootI did that many times. Like i said in a previous POST there is another device PBLM:[ Broni ]could it be the settings on the drive?[sata or ide causing this?I don't know what this means. 
The hard drive is a WD Scorpion SATA drive

One other thing have you checked your bios settings >clock ect? can you set you bios to default or best known CONFIG? Quote

I'm not sure...Yes, I have checked the other things in BIOS.  I can set it to default.
