Solve : new monitor giving "out of range" message?

Hi,  I bought a used LB LCD monitor and when I try to connect it to my computer, it gives me an "out of range" message.  I checked the "manual" and it says "this message appears when the signal from the PC (video card) is out of horizontal or vertical frequency range of the display.".  I've been sitting here for hours trying to figure out how to correct this and can't find it... can someone help?what is your operating system? (EX. windows 98, 2000, XP, vista, etc.)xpBoot into safe mode by tapping F8 repeatedly immediately after powering up and before you see the XP logo.
Choose Option #1 safe mode.
Then right clik an empty area of the Desktop and select Properties.

dude as patio SUGGESTED it might be a resolution problem or d video drivers have got corrupted try reinstalling them...It is a resolution issue, enter safemode as patio suggested, set the resolution too 1024 x 768, at 60Hz.
