Solve : New PC Build, Freezing Issue?

Hello,

I built a new PC for my roommate recently. He knows next to nothing about PCs, but told me he could install windows himself. I've done my research and know more than the basics but I am by no means an expert or anything.

Basically the PC freezes within a couple of minutes of being turned on. No blue screen or anything, and no overheating issues in the BIOS. A very odd thing to add is that if we have a twitch stream or youtube video OPEN, it does not freeze and is fully functioning for however long the video stays open. As soon as we close the video, the PC freezes. I ran sfc /scannow and it found some corrupted files in the operating system, and I replaced those, but it still freezes. We're doing a clean install of windows right now, should I be confident that it will fix the issue? Or should I be concerned that the RAM/SSD are not seated properly or are corrupted or something?

AMD Ryzen 5 3600 3.6 GHz 6-Core Processor
ASRock X570 PHANTOM GAMING-ITX/TB3 Mini ITX AM4 Motherboard  (he need the thunderbolt connection for a preamp thing for recording)
Corsair Vengeance LPX 16 GB (1 x 16 GB) DDR4-3200 CL16 Memory
Samsung 970 Evo 1 TB M.2-2280 NVME Solid State Drive
EVGA GeForce GT 640 2 GB Video Card   (this is my old gpu that I gave to him, I never had any problems with it)
EVGA B5 750 W 80+ Bronze Certified Fully Modular ATX Power SupplyI have checked thru the items in your list and all appear compatible except the  GeForce GT 640, this GPU is known to  cause windows 10 to BSOD there doesn't seem to be a fix except getting a newer card. If you are not installing Windows 10 then the other hardware (motherboard and CPU) will cause BSOD. And as the Ryzen 5 3600 doesn't have an integrated GPU you will need a graphics card supported by Windows 10.
