Solve : Newly Built PC Fails to Start?

I just built a PC for my brother for Xmas and I'm running into a problem. I put everything together and the PC will flip on for about a second and then shut off. The fans whir and the light comes on but then simply STOPS. I took everything apart and put it back together again to make sure I had installed everything correctly but it continues the same behavior. The components are:
